It was the center of politics and culture over about 1000 or more after Emperor Kammu moves a capital to Kyoto in 794 until a capital will be moved to Tokyo in 1869. It is Heiankyo. It was the year of 5.2km of north and south, and 4.5km of east and west. It was called the Suzaku-Oji passage and the way which goes south the government-offices front of the Heiankyo center was seen from government offices bordering on the Suzaku-Oji, the left (east side) was called Sakyo and right-hand side (west side) was called Ukyo. When it became in the late Heian period, a capital name came to be given, and it became the name of a place which means the capital "Kyoto". "Luoyang" Ukyo is changed for Sakyo with "Changan", the central city in former Sakyo is "Rakutyu", and the outside is "Rakugai" Bordering on the Nijo main street, north was called "Top", and it came to call south "bottom", and changed with present coming up to Tokyo and Shimogyo.
