This is the remains of the Imperial Garden prepared simultaneously with the Heiankyo erection. It was the place of practice of pray for rain of esoteric Buddhism priests, such as Kuukai Kobo Daishi and the Shingon sect of Buddhism. It is specified as the historic relics of a country the whole place in a garden.
